We need resting EXP for the citys, if you logging off in Roxbury, Castle Hall, Chester or Cherrytown you can earn rest EXP so you get the 50% more EXP if you earn enough rest EXP.

I think it is like, if I am offline for idk, 3 days, when i open the game again, it rewards me so it makes me play more (? Like stellar reunion in genshin maybe (?

Its like you get a bonus EXP bar in a different color, that marks the bonus EXP if your are offline yes, so If u get back online u get a bonus EXP so we don't ask too much for double exp event.
