depends!! people have preferences but imo it kinda goes like this:

smokeables:
Joints are classic, and they will heavily depend on the quality of the weed (if you have stems and shit it is going to be ROUGH) but if it's good weed, it's a really good time, and is best for social situations bc it's easier to pass around. Bonus points that papers are literal cents and legal p much everywhere (I like premium slim OCB papers, typically a .3-.5g joint if I'm by myself). If you roll for the first time, it's a little weird, but after the first two you'll be good usually. If not feel free to ask abt it and I can send a vid

bongs are a little bit more expensive to get into, and there's lots of diff features but it can help filter it and make it slightly smoother (esp depending on water temp), as well as having the added bonus of being able to add things like terp balls and such if you want to cover up weed you do not enjoy as much LOL. It also let's you take biggeer rips than joints imo, but it is a bit more cumbersome AND requires constant cleaning to not grow mold (fill it w coarse salt and cleaning alcohol to clean, use qtips to clean out bowl area and stuff if needed). When it's just me, I use a 16 Inch Alpha glass beaker bong. It's extremely basic and I plan on upgrading when I've got extra disposable dosh, since it is like the most beaker bong you could think of. It's like an AI generated bong.

pipes are fine. they're cheap and get the job done, but it's not as satisfying as a joint, smaller hits than a bong, and also need to be cleaned. I have it for when I'm feeling lazy but want to get a lil sesh on. I use a cheap 5$ one I got at my local dispo with purchase of an eighth one time. It's a little cumbersome to light if you have a zippo as I do.

kinda smokables:
dry herb vapes are awesome for small hits(they only usually have .1-.3g ovens) but you get generally higher off less weed as you lose less thc in the combustion. It also smells slightly less but it still does smell, so do be aware if it's somewhere super illegal. I find it to be extremely smooth and give off more of the flavor, but also takes more effort and has a MUCH heavier upfront cost (good dry herb vapes run over 100 USD-300 USD). I take these on hikes or expeditions where it's woody and I want to get blazed with or without friends(bring dosing capsules perhaps if you can for this, it's harder to share a small bowl) but do not want to risk fire to woodlands

vapeables but with non flower(since you mentioned it's illegal, be more careful w vapes since it's FAR easier to add weight unless u trust ur plug. Flower is a better bet on black/gray market imo:

Distillate carts are well hated but it is best for discreteness imo, especially if you can get a Fernway vape or something with flavoring other than a cannabis strain. They hit hard, dissipate fast, but bad distillate can give me a headache sometimes, and the high feels a little flat. Distillate = THC oil separated from terpenes then mixed in with either CDT(cannabis derived terpenes, so weed flavor basically) or BDT (botanically derived terpenes, getting the same terpenes but say getting linalool from lavendar instead of from a high-linalool strain). I actually don't hate good distillate, and it's SIGNIFICANTLY cheaper than Live Rosin/Resin over here in NY. IDK what brands you have but I've had great experiences with: Fernway(They do like flavored shit with terpenes, so it's closer to fruitsd and stuff with a slight tinge of weed, but gives a nice high) and New York Honey.

Live resin is a full spectrum extract (meaning both the THC oil and the terpenes came from the cannabis itself). The vape will smell much louder and taste much closer to flower but are also much less discerete (though ime the smell lingers much less long than smoking, as it doesn't tend to stick to things as much.) Live rosin is the same but is extracted with heat and pressure rather than solvents. I find either to be fine. I've loved MFNY and Molecular Farms carts for this, but do note that live extracts are usually more expensive since you can't get as much yield as straight THC oil and adding terpenes in later.

I like OOZE brand batteries to conceal carts and because I like customizable power settings, but every head shop sells like a cheap pen battery that works. Higher temp = you taste less terpenes but can take bigger hits. Blinkers are fun but wasteful, though I love hitting one w friends and dying together

As someone who started w edibles, while edibles can be fun, on gray/black market I'd go flower first, mostly bc you can more easily determine how much is actually going into the J(obv varying potency) whereas depending on decarb and stuff edibles are more susceptible to variability

if you don't get high at first from smoking, you may either be doing it wrong or ime it may just take a few attempts as your body gets used to it. My advice is to breathe in for a few (3-5 seconds), then take the j/pipe/bong away, take an extra breathe in (when you first start, this is important to actually get the smoke in your lungs and not just in your mouth/throat), then breathe it all out.

If you do too much and feel short of breath, get down and try to relax, get some water, and spit if needed. This will get easier as you do it

even though it won't take like an hour or two like an edible, after a few hits wait like 15 mins or so and let it hit. when I was dumb and new I thought it was supposed to hit instantly and ended up greening out on the floor of my friends house LMFAO)

also, and note I am not a professional or scientist, im just a stoner, but to check weed for mold and stuff if you buy from a new plug, you can break a bud and check for:

Dark spots, especially fuzzy spots. Light spots that look sort of fuzzy could just be trichromes), or a cloud that goes UP. Trichromes generally fall down, whereas if a puff goes up when you break it, could b spores. Everyone's prolly smoked a lil mold at one point but you don't want to do that too much or it can both be a terrible smoke and bad for your lungs

traves is basically bang on that hybrid/indica/sativa are not great indicators anymore since almost everything is a hybrid unless it's a landrace(original) strain. Look for strains that have terpenes with your desired effect. Linalool will be relaxing, limonene uplifting, etc.

id recommend just starting with a .3g joint if you have a safe/chill place to smoke it, then if you like it, you can upgrade to other things. If you really need to be discerete, get a pen/vape. **

also don't get scammed, if ur in the US weed should not be like 50$ an eighth (it doesn't matter how "exotic" or whatever the hell, do not fall for this. Even when I got it from a plug it was like 20-30 for a good eighth)
