If the weapon on the mouth is part of the weapon in your hand and not an armor or something use FLVR editor to add in dummy polys. Then in the TAE of your move add the special effect there and make sure it targets the dummy you added on your model. (Sorry if my answer is very outdated)

i did it like this but it does not work
add 30 to each, so 30500 and 30501
did not work

Just how the game is coded. 10xxx is weapon 0, 11xxx is weapon 1, 12xxx is weapon 2 and 13xxx is weapon 3
Same thing for left hand, but with 20, 21, 22, and 23
