Both of these mods modify a common file(s) (.dcx and .bin) so I don't think I can do this with a tool like Metis Mod Launcher. Is there some way I can make it work?

Okay, but how do I get it to work with Reforged?

MOD home page has a detailed introduction
- Navigate to your mod engine folder
- Copy hr_a_0187.partsbnd.dcx to the mod\parts folder
- Get the updated regulation.bin from the main mods and place it in the mod folder, replace the old one if prompted
- Run the game
Note: If you already have regulation.bin mods this will overwrite those mods! Here is a tutorial on how to merge regulation files video link
Alternatively, if you already know how to work with yabbed rune bear, you can follow these instructions to modify your existing regulation file
- Open yapped rune bear and load your regulation bin file
- import names if you haven't already and navigate to CharMakeMenuListItemParam
- scroll down to line 731 and go to edit and add a new row
- make a new line numbered 732
- Edit the params so value is 187 and Icon ID is 91
- Save your changes
- Start game
