You can read my guide on the wiki about creating brand new fxr ids
Basically, you’re gonna bring over the Id, bring over the texture, bring over or create a ffxreslist, make sure your change all the fxr ids, reslist ids, and texture ids to reference each other, and finally pack everything together with the correct packing ids

since sekiro doesnt have a ResourceList

Well anyway so like, you need to find every model and texture (I think there is one other thing? the spreadsheet says) the FXR references by looking at the xml. This will likely be a pain, but there is an action that will dictate if there are any fxr reference (I forget which one, you can find that in the notes). Hopefully the SfX you're trying to use doesn't have any fxr references, because if it does, you'd need to do this process for each of those too. Textures should be somewhat easy to find. If you already know all the textures, then you don't have to worrk about it
Idk what it looks like if you're using a tool, maybe its easier, I still haven't used them
And I think you have the right idea here. You just kinda right them in lines or whatever the format is. You can try and look at another reslist to confirm

the name of the reslist would be f005303010.ffxreslist in that case
Imma sleep now, maybe I can help you later. It's sort of a complicated process, or at least has a shit ton of steps. I've never actually done this, but in theory it should all work, especially since Sekiro uses the same FXR system as Elden Ring (which is why I'm surprised it doesn't use reslists, but I haven't actually looked at Sekiro files)

Also make sure you follow the packing instructions exactly. If you fuck them up, the thing breaks

I can't remember if you need to edit the FXR.xml to reference the packing list, but that tutorial should mention that if you do
But yeah you would create a new reslist if you don't have one ported from Sekiro
