We need to have RARs start with teams of 4. Others can join to the halfway point with more people joining adding more additional health to the boss. But it's ridiculous to not be able to run until there are full 8s.

RAR should have a max wait timer. After ten minutes the barrier should just drop regardless of how many people are in there. Even if one person is waiting. If ten minutes elapse drop the barrier and let them solo it.
