The "cash value" of all the items in the hero pass is close to 5x what you actually pay to get them. Usually when they cut such a "deal" on cash items like that, they always bind the items. The fact that you can recoup basically the whole cost of a pass from the tradable items in it is already quite generous for what it is

This is standard practice beyond even just Nexon. A ton of live service games don't even give you the option to trade cash items whatsoever. You're free to ignore the pass if you want

To anchor the convo a bit: the assumption is that when someone says an item is tradable, they mean it is tradable with other players. If it's bound to the account, even if you can move it through the mail and shared storage, it is not considered tradable. Given that information, you should be able to see why the reception to your original post was likely not what you expected
