added a working scavenging station where you can assign npcs to scavenge items for you and created npcs so when you pacify them you can have to do jobs in your settlements

Ive now added the Settlement Workbench you can assign npcs to guard scavenge idle in the settlement soon farming and more!
you can also rename the Settlement to whatever you want it to be
