#Can I alter the stats of players in spectator mode?

/effect [tag=septator] speed #number #number true
and give every one in spectator the tag spectator
Spectator mode is mostly unaffected by player effects, since the player is technically flying, neither speed nor slowness will register, unfortunately
or just use [m=spectator]
I believe you can edit default spectator fly speed with Minecraft Universal Tool if you want to try an NBT approach

I use this, if you edit the world settings tab, there will be some ability attributes you can edit. These are global attributes, so whatever you change about them will affect all players in the game.
I attached a screenshot to show the part I'm pointing out.
I believe the part you want is the flySpeed
Just as one more note:
I don't think this will affect already existing players however...So on a fresh world, you'd be ok, but on an existing one, you'd have to go edit these attributes manually for each player and/or delete their player :/
This fly speed value does seem to be what I'm looking for, can it be altered without the NBT editor so I can apply it to an addon?
