for example "Player's position has been revealed at ~~~!" and it does it for a random player and constantly tracks their XYZ coords

and for everytime it does it I want it to do a playsound command (like a raid horn)

You can't do that with only commands sadly

You can assign the player's position to scoreboard values and use a tellraw to display the coords.
