i dont understand these outlines, everytime I try to use them it doesnt work, even when I use the outline plugin on blockbench

For it to render the outline in blockbench you have to go to File > Preferences > Settings > Preview > then set Render Sides to one of the other options (i forgot which one)

To render the glow you would need a custom material for the controller. That’s a way to do it.
