I have a command when people have a certian armor with the data of 3 on the armor i need a halo but i dont know how to with particles. I need it small

you could make an armor stand constantly rotate below the player, and summon the particle above on the players head.

/execute at @e[tag=particle] run tp @e{tag=particle] ~~~~40~ This is for Rotating the Armor_Stand, and /execute @e[tag=particle] run particle minecraft:balloon_gas_particle ^.2 ^5 ^ this one is for adding the particle to the Armor_Stand. Then just tp the armor stand under the player constantly. This is just what I would do, but if you are making it to also work for multiplayer then idk.
