What?, the command /dialogue @p does not exist at all
I think the issue is that it doesn't have the npc it's opening the dialogue from. Here's the wiki page on /dialogue: https://minecraft.wiki/w/Commands/dialogue

Is there a way to open a dialogue even if the npc is like, 1000 blocks away

I already try this, but the game says that the player is out of the range
to open a npc the npc needs to be near the player idk how near but it can be however far it wants to be if it is vertical
if you make it so the its a structure and when the through a (snowball) it tps a new npc to them and you us ether dialogoue command to open it
then you can make the npc have buttons for them to tp to
