They're separate items with different names, so using block states is inappropriate. Same exact thing as dirt or sand

Cauldron doesn't have separate items, but each variant has different possible fill levels, so many permutations are unused and wasteful (and yes it's what Java does)

Java does not use separate blocks for different bee hive fill levels. They added a special component that can persist select states to the item stack especially for this
