I found a reason why query.scoreboard doesn't work every time

The reason query.scoreboard doesn't work every time is because it needs the scoreboard to be active, to be visible in some setdisplay
During my tests I realized that this was a query requirement and I thought it was important to warn about this
So based on that it's easy to assume that it's only possible to read 3 scoreboards at once (list, belowname and sidebar)

Sounds like a bug... so make a reproducible test and submit to jira-mojang as a bug.
I think I may need to test that myself, because I did not find that as a problem when I played with it before.
