It doesn't make sense that you can't create custom uis anymore.

Because this is many years old and already used in many places, I guess they won't let ore ui be modified but they will keep the JSON ui as well

I don't know, they said that the uis of ore ui could not be modified, I mean, like JSON ui you can make your own uis. If they remove JSON ui and ore UI is modifiable that would be great, because clearly it is more practical to work with HTML, css and js as it opens the doors to many new possibilities

JSON-UI will be remain as backwards compatibility since every servers or maps could break without it, afaik we still can't edit ore-ui yet since they released achievement ore-ui version of it. so can't be sure about it.

it can or unlikely that ore-ui is unmodifiable via resource pack methods, but can be modified only inside the game folders.

I'd say the full ore-ui probably rollout on couple of years, I mean. this thing been going since 3 years ago
