Copyright primarily cares about redistribution of their assets without their consent.

Private use is fine and nobody can really stop you from decoding how a pack works. You would likely run into trouble if you redistributed your findings though

It's not illegal but depending on how you use your findings and if the creator gave any opinion on whether it is allowed to look at the code (obfuscation usually counts as prohibiting such use) it could be immoral. You would be a better person if you respect others and their decision to protect their hard work behind licenses, terms of usage or obfuscation.
