Yes, basically, you sacrifice a thousand elves after you have spawning them, you place them into the lava. Then you'll receive the reward that world will see what you have done. After that, you go to the world law, click that little purple thing, and then you'll see the eyes. Click it a couple of times, and then you will get everything.
