A lot of things were added; subspecies, new creatures, changes of how culture works, languages, religions (although without deities, for now...). All of these have separate traits which you can edit.
The monolith actually does something now by evolving certain creatures. You can give people weapons now. You can manually edit city zones. And a lot of other stuff!

I think lowering their intelligence in the gene editor and giving their sub species birth ctraits such as stupidity will get you the result youre looking for, also giving their subspecies the "slow builders" might help aswell. As for veiwing the tech tree i think that ability to see it has been removed from the game as far as my knowledge goes
