but in wartime its like they're all scared to fight except for commanders

so my suggestion is just
war plot have to get longer
so commander can have time to summon the troops (well basically its just that all soldier in their village gathering and ready to march to battle)
(also enemy kingdom will have 50% chance to discover that someone is plotting war against them so they can also gathering troops)
