It's actually according to the indexed order of the rig in question. Most are left to right-ish but some are following another static but illogical pattern.

A way to test it is to gradually fill your rig with items by dropping on the rig graphic rather than the slots themselves.

1 theory is that rogues are friendly by chance depending on your scav rep.
