hard to say. I mean, lighthouse it self usually has long scav times because lots of people like to scav that map. If its a solo incident, I have had a bug many times where I sit in queue for 15-20min, then it errors, never puts me in the raid, and then resets my scav cooldown, but it will work the next time.
