Inertia added a much needed aspect to the game that forces people to think more about their position. You can still sprint to an enemy once they have taken heavy damage, so its not so preventing that you cant still advance, you just have to think a bit more than you used to. A+ addition imo.

Front usb ports of PCs, in campsites at customs, those are your best bet. Getting lucky in stashes also works, haven't seen any on drawers, but if any can confirm that they still spawn there then keep going for them there
