and the reason you cant pickup quest items as a PMC is, that there are 2 inventories. One quest and one loot inventory.
A scav doesnt have a quest inventory and thereby you cant pick any quest-specific items up, but things that you need to find in raid (likewise gas analysers) can be turned in when found as a scav.
