it's bugged for a load of people, the objective to collect the posters despite being completed disappears. if you have the posters you cannot place them, if you lose them they no longer spawn again

I was one of the people that thought the quest was bugged too, but i planted the poster on the 2nd bed farther away from the entrance of the room, extracted, and it counted as complete, with a bought poster

Streets would be a good option, Drills spawn in File Cabinets and there are A LOT of file cabinets of streets. Construction also has a high concetration of toolboxes and tool chests. I'd recommend checking there as well.

scavving in and running to those spots would be best imo. Scavs are basically how I got most my hideout items
