Press the report button after you die. It's the red button to the left of their name. If you see another user you suspect of hacking but they don't kill you, you should record a clip of it and submit it on the launcher with the Bug Report button. There will be a dropdown option there for suspected cheaters. Port your video there.

@plain pollen It is not the dev teams fault but your own pc's. Everyone in theory spawns at the same time but if you haven't loaded after the extra allowance time (waiting for players) then you will be spawned in late (once you have loaded all data)

the game has no tutorial and a steep learning curve, you will lose your gear. Study maps outside of the game, and learn your exits offline so you don't lose early game equipment while learning
If you're sniping, when you fire, hold down the mouse button until you confirm the kill or have to reload, otherwise it'll reload automatically and you won't be able to tell
Run your scav as much as possible, it doesn't affect the progression or your PMC
