The reason they've kept it as stacking scav bags, is there's a pretty large player base who will grab every scav bag/ day pack etc. in their raids, so they don't have to buy small bags for raids. The reason the larger ones have been blocked, is because cheaters and RMT were using certain bags which can be infinitely stacked to gain inventory slots. So it was blocked to stop the exploit.

Because RMT was the biggest abuser of it. You didn't get a legitimate player with 20+ beta's stacking inside each other, to gain slots for stuff like bitcoin to RMT with.

It's a good change, it's not "game breaking" to gameplay, it's a good crunch on people trying to RWT, and it's another step to people being able to loot ridiculous amounts of gear from a single raid, inevitably slowing progression.
