The issue with what you're saying is, in Tarkov, the safe assumption is that not only will opponents generally be wearing enough chest armor to defeat any shotgun round and most pistol rounds but to be at a range where a shotgun blast to the face is lethal or that shooting someones legs is viable you put yourself in wholly unnecessary danger. That's why most of the community learns towards 5.56 and 5.45 as the standard for all round performance, and x54/x51 as the standard for long range. Though I must say, that is a clever use of 'Guns don't kill, people do. '

And while you do have rifles that can deliver pistol rounds, the issue still comes down to penetration and accuracy.

1. You can use in raid money to buy From FENCE only! (ammo, medication, weaponry). All other traders must be barter only!

2. Only In raid Money can be used to repair (because you can't repair on your own yet).

3. You can choose (ONE) item to put into secure container (ONLY) during raid to sell to ANY trader, that money can go towards buying from FENCE or Repairs.    

4. Keys, docs, keybar, wallet are the (ONLY) items allowed in container when entering raid.

5. You can barter with the traders.

6. No maps.

7. You can sell extra gear to level traders, but money must be deleted.

8. Tasks are fair game.

9. Scav mode can be used (ONCE) a day so chose wisely!

10. Barter Items can be put in secure container in raid and (only) be used for bartering with traders!

11. Flea market is off limits completley!

12. No insurance allowed.

Die hard fans know that armor is broken, it's just that every other day someone comes in and says it and people are getting tired of hearing it. Once we get our ballistics overhaul, armor should end up acting like it should, cause' technically the hard armor plates in class 6 Fort should be able to defeat multiple rounds at normal engagement ranges.
