the cpu is fine trust me the 4060 isnt great i used the 4060 originally and swapped to 7700xt and game ran flawless i have now changed my gpu again and run a 9070xt but the 7700xt will give you an extra 4gb of vram making 12gb much more wiggle room especially when playing in 1440p

my cpu is a ryzen 7 5700x3d and some would argue yours is better cpu due to the higher clock speeds only good thing about the x3d version is the higher cache size

unheard is best for if you want most things in the game available like future DLCs, access to PVE mode, eft: arena for free, but it is a lot of $$$ so i try not to rlly recommend it unless you are 100% sure you love the game or something

Drivers is baseline, upgrading parts can sometimes cause config issues so maybe check what the common ones are for a 9070. Make sure nothings underpowered, and maybe just reinstall the game and double check integrity
