With high damage rounds the idea is to aim for unarmored areas like the legs, but that's much harder to do with a slug compared to buckshot
So they do more damage - but they're way harder to use. Most people never touch them. The entire advantage of shotguns is being able to use spreadshot like magnum buck or flechette

You're right - you need 3 things to level up any trader: A certain level, enough reputation, and enough money transacted between you two. If you already have the rep and money, then the soonest you could get mechanic level 2 is when you hit level 20

they make big money before they get banned though big dog. they sell money for irl money. once theyve made bread, they stop carring and get more blatant. most cheaters dont make it obvious, some try to NEVER get in pvp to avoid bans, since reporting seems to be the only way to get banned
