The player count is for PMCs, however many of us theorize the less PMCs around the more player scavs.
But there is no winning or guessing the right about here; nothing is 'hard coded'; you could get a player scav early on customs, or 4 of them towards the end and never see a player.
Any combination you can imagine is possible, so be vigilant
