I would recommend approaching the letter from the East. Find Northern UN Roadblock (which should be easy because its on the side of the map), then run west until you find the plane crash. From there it should be easy to find the letter. Definitely practice in offline.

Pretty deep. The quests that require you to hand in dog tags also require you to kill PMCs, so you can just take the dog tags then. There are some decent dog tag barters, but they are mostly high level tags
