Dumb questions from a newbie here concerning scav v scav and voicelines

I havent used voicelines yet, my PMC is a USEC. If i use voiceline how does it sound for other players? Same for scavs. I'm not sure how I'm supposed to set them apart. THe only voicelines Ive ever heard (afaik) are made by NPC scavs or rarely another scav player. They all sound russian.
Can someone clarify how this works and how to use it for me?

As for scav v scav. When do you get penalties for the fence and scavplaying?
Is it when you kill NPC scavs? Or does it also count for killing scav players? When is it worth it to kill a scav as a scav?

For quests always check wiki. You can get the key 100% of the time from a specific jacket on the 2nd floor of the dorms location on Customs

I'm not too experienced about the voicelines, but in regards to Fence and scavs...
As a PMC you always have aggro with scavs, so you try and kill them or sneak around them.
If you play as a scav though, you shouldn't kill normal scavs. If it's a player scav that has shot at a normal scav, you will get reputation for killing that player scav.

And as a player scav, you should go for PMC's
