Those are Sniper Scavs. There a couple routes to be able to avoid them, though they're not too tough to shoot down.

Looks like someone else already responded but ill give you my two cents. Ai scavs can be really op at times so I totally feel ya! If youre running shotguns around them, there defitnitly is some amount of luck but you can improve your chances by using some painkillers so you can keep moving even if it takes a shot at your legs! Besides that, just try to run between cover that you think would block you from the sniper scav

theres many different playstyles but the overall lesson to learn is that painkillers can help you keep on moving while underfire, they can really change the outcome of a fight by allowing you to move to better cover while you heal up
