Gear will not save you when you should die anyways. You can’t out gear bad plays or unlucky shots. That being said it does help you survive regardless. At your level focus on doing your quests and getting trader levels up. Focus on getting the flea market too

I can only advise you where to look for him, I can’t really specifically tell you how to kill him. Some tips though;

Use nades to get intel
Reposition after you kill part of the squad
If they yell at you and are not moving get in cover
Use the right hand peaks to not get tapped as easily (works for all AI)
