No, not on the first shot. Material matters for the second and subsequent shots

Another way to say it is that penetration is a function of [armor hp] / [factory fresh max hp] and material tells you how much hp is lost stopping a bullet

Doesn't have to be right, but a lot of streamers propagate the idea that it's probably wiping soon = people play different/take a break until next wipe = playerbase shrinks = one more reason for BSG to wipe.

based on historical lengths, it's more likely we'll see a wipe soonish, but could be longer if BSG wants to wipe with streets release.
