Keep playing. Stick to one or two maps for a while and learn them well. Learn to use the sound, because sound is everything. Don't worry about losing gear, it's part of the process, and gear fear will make you bad. Learn to peek, and use flanks. Watch some streams of decent players, and watch how they play.
Oh and no matter how good you get, a cheater is always better. Not much you can do when you run into them. But run.

Something cheap. Your best gear right now is going to come from looting bodies. It's very typical for low levels to run just a cheap gun, and loot as they go during the raid. It's referred to as a rat run.
