It doesn't just depend on Roubles but also on trader levels and quest completion to unlock items. Since a lot of good gear is flea locked you need to get it from traders.

Tarkov is a terrible game to get into PC FPS’s on. Between grinding back gear you lose, insanely quick encounters, long stretches of playtime with no PvP encounters, and disadvantages from being under geared at low level.

On the topic of stomach covering it's situational IMO. On longer range maps/engagements I don't think stomach covering is worth it. IE Woods, Shoreline if you aren't running Resort, Customs if you aren't going Dorms, Lighthouse.
But CQC the stomach armor is pretty invaluable to not getting memed by magnum buck or flesh ammo gamers.

Scav Karma is definitely worth it and honestly even just outside of "What is useful to you?", it's kind of just a dickhead move to kill other Scavs out of nowhere.
Scav Karma gets you Scavs faster and with better stuff on average, and also gives you cheaper vehicle extracts as a PMC.
Negative Scav Karma does the opposite of all of that, so not caring about Scav Karma has some pretty bad impacts.
I've heard -6/max negative scav karma is like 20k+ roubles for vehicle extracts as PMC

As PMC this is a good mindset to have, as Scav not really. With how much Scav karma you potentially stand to lose, unless you have an absolutely INSANE loadout or loot as Scav it is almost never worth it to shoot first.
