Surv12 kit makes you lose less max hp on a limb and can repair fractures (the CMS cannot repair fractures). The downside is that it takes 3 slots and takes 20s to use compared to CMS at 16s.
Personally I dont run them yet as I dont like how much space it takes up in my gamma, and is to expensive to risk losing one from my backpack every time I die.

The power of pellets against armour is in numbers. Each pellet deals 35-50 damage depending on the buckshot, but has 8 (or 9 in express) coming out at the same time.
This is what makes buckshot devestating at close range and allows them to "force" their way through armour to eventually penetrate. (By lowering the durability so far down that the armour becomes useless).
At 3 meters (or close combat in general) I wouldn't rely weaker faceshields (class 2-3) against buckshots.

Safes have the highest chance, the entrance to the tent near marked circle (in the south) on woods has a high spawn chance.
Customs safe run is probably the best way to go about it though. However you need a few keys to unlock all the doors to where the safes are - which may be an issue if you're not lvl 15 for flea market yet

The only explanation I have (and its a bad one) is that when you went to "add offer" it automatically picked the filter (for some unknown reason), and when you went to click the mari, you somehow mis-clicked (or the game ate the input), making you accidentally put up the filter.
I have no idea what actually happened. I would just submit a bug report, cry a little, then move on, as bsg doesn't reimburse for bugs like that

General rule of thumb. Any ammo that you can buy for cheap from vendors, I would just sell (if you need the space), as there is no point in holding on to that ammo.
Also, learning how penetration works in this game is quite important (just find a video on youtube) as it allows you to better judge what ammo is actually useful to you.
Also also.. There isn't much point in hanging on to ammo for calibers you will never use
