so I guess my beginners guide to looting will be: go onto customs and run all of the caches as a scav, keep it up til you vaguely understand the map, from then you can start doing the quests and branching out loot based on what you need

What you should be looking for I guess you just learn over time knowing what is valuable. But anything that has military on it is normally worth grabbing

Flechettes are under 200 roubles per round from Jaeger, not sure what level. They are universally applicable to most situations and are pretty nice on the financial side of a budget build as well and can stand it's ground well with high-tier builds efficiently.

do the quest fence gives, you should have it since you're below -1

then just run to car extracts with trash gun/pistol whatever and money in pouch and gtfo.

first time extracting in a car extract +0.25

next is halved (0.12, 0.06, etc)
