Penetration power is what you're looking for in rounds...10 pens lvl1, 20 pens lvl2, 30pens lvl3, 40 pens lvl4...but there is also a lot of other variables...like 37 pen still has a chance to go through lvl4 and it will destroy it much quicker then 32 pen power
i recommend watching an in depth video about ammo and armor, everything matters from materials to pen power to material durability and so much more

Pretty much, you will find that people in real life and also in this game like to top load their mags...like load 5 strong bullets on the top, or 10 or 15...so if you get a headshot on the first few shots you can atleast pen the level 4 helmet, but if he is close and you're spraying him down then the rest of the mag is cheap ammo

don't be, when you're a scav you're chilling, other scavs wont shoot you and if they do they will loose karma and you can just get another scav and go again...just make sure not to shoot at anyone unless they're a PMC...usually what gives a PMC away is armbands in the color blue, purple and red
