Offline is great for honing your in-game muscle memory. Killing scavs in offline won't teach you how to kill players, but it will get you faster and better at moving and aiming in general. So if you're having trouble with accuracy writ-large, then play offline until scavs are not even an issue for you. If its just other players you can't hit, then online grinding is what you need
