I can suggest just running a pistol and an extra mag or two for quests - in all likelihood you will run into a scav, pretty easy to one or 2 tap in the head with a flesh ammo, and boom now you have a basic loadout
also makes you look like a scav
so sometimes players will underestimate you
or player scavs will not shoot you immediately
