I had two looking directly at me in customs and I just sat there and killed one with a knife and the other didn't do anything. He only shot when I started looting. tasks will level you up. Also, something that took me a while, you dont have to take every fight. You can re-position yourself if you want or run from a fight you think you may lose. you dont have to treat every fight as fight until the death
