Beginner is more of a state of mind. Generally when you have played more than one wipe, you aren't a beginner no mater what level you are. That said, if its your first wipe - more than likely, you'll feel like a beginner until you hit level 15 or so... then you'll be mid-tier until level 42. If you make it past 42 on your first wipe, you're probably going to feel pretty comfortable and experienced by that point.
