Honestly, whatever your most experienced map is. To get minimal risks you have to have good pathing, and you're not gonna have that on a map you dont know almost every square inch of. For me, it's reserve. For lots of others it's interchange. Woods and shoreline are decent too, as they have less risk but less reward.
