Oof then just get some cases first. You can get a fair bit by getting pretty deep in some quest lines, or once you hit level 15 you can buy them for a (usually) reasonable price. Good cheap cases are ammunition, med, and magazine cases. Doing quests will help with this by either getting you barters to get cases cheaper, or just straight up giving you cases as quest rewards
