Nah, it doesn't have to be in the same folder. Try going to settings and seeing if you can find the tarkov folder directory thing.

I found a fix. After uninstalling the launcher and redownloading it I changed to the France server and then when you click on the install but there should be an option on where you want the game to download, look at the top of the window and you will see the file path and just click on the box that says Battlestate games and then below EFT make a new folder and call it whatever and then just tell it to download the game to that folder and it started downloading after me doubting this was gonna work.

The error code that I got was ERROR: 104006 and was researching how to fix it and stumbled across this, hope it helps someone.
