Each level increases the inter point scale by 10. So to get from 0 to 1, its 10 points. 1 to 2 is 20. 2 to 3 is 30... and so on. Your sniper will level the same no matter what level you are at, it will just take longer to go up levels as they take more points each.

That said, yes, reloading a bolt action increases the points towards levels, but its slow going. The best option for it is to just hunt scavs. Kills give you WAY more points than reloading. So you can hit that diminishing returns level within a couple shots and extract to do it again... or you can sit in a corning loading/unloading over and over for 30 minutes for about the same.

Try to find your favorite route through maps. Find one that works more often than not, and then just start getting better at running it. You'll start to figure out where people like to sit and hide along it, where the loot is, where primary footpaths for PMC's and Scavs are, etc. Don't just go into a raid trying to survive, try to plan it out and make changes to that plan in following raids based on how well things went. It's nearly impossible to dominate entire maps, but you can have a lot of control over a route you run frequently

AI scavs are very inconsistent. They rarely follow their own damn rules. They spawn in pretty randomly, with some usually being on the map when you load in. They recently changed most maps so that scavs spawn in greater numbers later in the raid, as opposed to earlier. So take your time and just wander between those spawns

tarkov as a whole takes up a lot of resources from a pc. SSD only accelerates the loading by 30% (approximate number, total guess). Having a good GPU and CPU will tremendously reduce load time, and RAM too is important. gonna need your friends pc specs to diagnose any further
