yeah for sure. i personally dont really grind them too hard, but they 100% do provide a measurable advantage. look up how to farm the stat on yt, and you can do abunch of shit to accellerate them quick as shit. might cost your life or a chunk of roubles, but the long term results are worth it!

although they look similar the black handled knives are a different knife. you specifically need the brown/gold handled ones. very common, as youve probably discovered. you only haved 4 of the required, so just pick up 4 more, and you should be good to go my friend. Also, try to sell the black handled ones to yeager if youve unlocked him. you wont need those for any barters or quests so that will clear inventory space for ya 🙂
